A statement on permit page 5-19 claims that 'The farming lands will have 18" of
soil and the canyon area will have l2" of soil redistributed during reclamation.
Map 5-3 shows 18" thickness of soil applied in the canyon area and 12" in the
yazd/gravel (cropland) azea. Please rectify this discrepancy.
17. The Division requests that Oakridge Energy Inc. clearly define the topsoil
balance. Referencing Map 5-3 (dated July 30, 1992) it appears that 67.19 acre
feet of soil will be salvaged in the pit and fill areas. Yet 79.2 acre feet aze
required for topsoil replacement. This will result in a 12 acre foot deficit. Soil
from the equipment storage area salvage and replacement will be 12" salvaged
and 12" replaced leaving no excess soil from the yard area. Are topsoil piles
included in this balance? If the topsoil piles provide soil material in addition to
the proposed salvage depths, OEI will have sufficient soil resource. The permit
needs to include information of where the topsoil pile material was stripped from,
where it is designated to be returned to, quality of the topsoil piles, and if the soil
will be handled in two lifts (page 5-32) provide detail on the topsoil handling
operation.
Section V -Bonding Summary
The Division currently holds $816526.00 in Letter of Credit for the reclamation
performance bond at the Carbon Junction Mine. The current bond amount is sufficient
to preform all remaining reclamation activities.
Midterm Review - Chinney Rock Mine 7 October 1995
