<br />C-92-080 (Carbon Junction) Midterm Reviex. Ham Rannev <br />per acre. The Division considers it prudent to state which grain production OEI <br />will be comparing with since different grain crops can greatly vary in their <br />production. Is this standard 19.5 bushels/acre or 21 bushels/acre? Rules <br />4.15.7(2)(d)(v) and 4.15.9 allow for use of reclamation standards based on <br />historical data collected over a period of several years. What sampling period is <br />the 19.5 or 21 bushels/acre based on? Please provide additional justification for <br />determination of the productivity level and propose either one standard or a <br />reference area approach for Cropland productivity success. <br />13. a) On the reclamation of the North Pit Terraces OEI plans to rake in the mulch <br />on these steeper, 3V:1H, slopes, yet they plan to mechanically crimp the straw <br />mulch on the flatter areas. The Division is concerned that raking in the mulch on <br />these steeper location will not suitably anchor the mulch on the reclaimed <br />portions of this sandstone slope. (Rule 4.15.4(2)) Given the unique reclamation <br />plan for these terrace areas, the Division believes that stabilization of the soil <br />material and seed on these 50 foot wide rubblized terraces to be critical. Please <br />provide alternate methods for anchoring the mulch on these terraces, netting, <br />tackifier, or other means or provide the Division suitable information to show that <br />the current plan will adequately anchor the topsoil and seed. <br />b) Although OEI proposes to anchor straw bales on the downslope side of the <br />rubblized terrace reclamation to aid in stabilizing the four foot of overburden and <br />11/z feet of topsoil, the Division is concerned with the temporary nature of straw <br />bales. The Division envisions the soil and overburden to eventually "creep" <br />downslope given the 3H:1V slope of the underlying sandstone. Does OEI plan to <br />grade some of the broken sandstone towards the toe of the terrace to act as a <br />more permanent anchor? OEI needs to provide the Division grater detail on how <br />the terrace plan will be implemented and how they will be able to assure the <br />unconsolidated material stability (See item 10 above). <br />14. On permit page 5-32, Table 5-7 is referenced as the reclamation seed mix. There <br />is no Table 5-7. The Division believes the correct table is Table 5-6. Please <br />correct this table reference. <br />15. The Division is concerned about the reclaimed community designations on Map 5- <br />S, "Revegetation Map". This map implies that there are to be five different <br />community types reestablished; Cultivated Field, Grassland-Mountain Shrub, <br />Pinon/juniper, Grassland, and Grassland-Mountain Shrub-Pinon/juniper. From <br />review of the text, reclamation standards, and seed mix, it appears that only two <br />communities will be established; Ctiltivated field and the Mountain shrub. There <br />is only one reference area, which is the mountain shrub type community. <br />Cultivated field productivity will be compared to a historical standard. Also Map <br />5-5 does not contain a map legend. Please update the Revegetation Map to <br />reflect those communities that are proposed to be reestablished. <br />Midterm Review - Chiimey Rock Xine 6 October 1995 <br />
