TRIP REPORT <br />Dates December 10, 1986 <br />Plncc(s) Visited Blue Ribbon Coal Done in Peonia, Colorado <br />Discussion: On December 10, 1986, a field inspection of the Blue Ribbon Coal <br />Nine in Peonia, Colorado was conducted to determine if a Phase I bona release <br />was appropriate at this time. <br />The inspection began at 9:00 a.m. with tl:e following persons in attendance: <br />Colorado's N.ined Land Reclamation Division (Dff.RD): Susan Dbwrey, Brent Anderson <br />and Bob Liddle. U.S. Forest Service: Mike F:ard. Office of Surface Mining: <br />Laura Swatek, Denver and Henry Austen, Albuque.~que. Elue Ribbon Coal Cca~any: <br />Larry Feschke. <br />At the time of inspection, there was anywhere from 5 inches to l~s feet of new <br />snow on the ground. This hac~ered the inspection of the reclaimed areas <br />somewhat; hocrever, the adequacy of the Phase 1 reclamation work could, in <br />general, be determined. Several photographs were taken of the site ansl, in <br />particular, of the regraded slopes and diversions. <br />D'y review centered around the mine bench stability and the establishment of <br />arainage control through and around the bench and backfilled areas. She slope <br />of the bench outslope was measureed it several places and did not exceed the <br />designed slope. The slope of the backfilled benc}: highwall was also measured <br />in several places and was found not to exceed the designed slope. The temporary <br />diversion located above the backfilled highwall was partially destroyed by <br />landslides t2~at occurred above the highwaTl. During an inspection conducted <br />by the D~ on November 18, 1986, it was determined by NILRD and the Company <br />engineer, Larry Reschke, that it would be advantageous not to disturb the slides <br />to reestablish the-temporary diversion. The backfilled highwall is reclaimed to a <br />15'slope and is considered stable without the aid of the temporary diversion. <br />The runoff :that hould have been diverted by the temporary diversion will <br />effectively be handled by the permanent diversion located along the crest of <br />the bench. The November 18th inspection report references several areas on <br />the bench which N~ere ponding water. The permanent diversion was also reported <br />as having water ponding in it.
