The Troxler moisture-density gauge was calibrated with a maximum dry density of
90 pd when the achlal measurements in recent years showed a density of about 85
pd. tKth the density correction, the Proactor test satisfies the 90 percent of
maximum dry density requirement for Refuse Area 2/3. However, the readings are
still lower for Refuse Area 4 from mid-1992 to 1993. See the attached table. It is
quite possible that RA-4 refuse density may be even lower than 85 pcf. It was
agreed that WFU would test the compaction in RA-4 refuse ony.
2. WFU's standard practice has been to disc the area not meeting 90 percent density
test and run two passes of a smooth vibrating roller in order to achieve the required
compaction. This was supported by a study performed in 1987. A copy of the study
is attached.
Pursuant to our discussions, Western Fuel-Utah proposes the following plan to test the compaction
of the existing refuse pile no. 4, and the compaction testing procedure for refuse placed in the future.
Suue #305
405 Ufian Street
IaAewood, Coloado 8022!1
Telephone 30,y988 9626
Telecopier 303/986-8147
