Ms. Sm~ra Brown
QJarado.Diciaan ofMv~erals & Cmlagv
fwre 7, 1999
Pale 1
These preliminary development activiues can be initiated at this time in full compliance with all
applicable regulatory requirements without adversely impacting those resources or regulatory
provisions which remain as outstanding issues under the pending Permit Revision Application. The
proposed preliminary development activities will keep the requested area of new surface disturbance to
a minunum and will be confined co an area within the existing permit boundary.
Because Permit Revision Application PR-02 included relevant permitting information for the II-W
South Extension Area for the remaining life of mine, much of this previously submitted information is
relevant and applicable to this Technical Revision Application. Accordingly, the accompanying
Instructions for Document Review and Insertion of Revisions identify both materials the DMG has
already received (either as part of the existing PAP or PR-02) and new or revised materials specific to
this technical revision. In preparing this Technical Revision, there are no outstanding comments
provided by DMG in your previous Adequary Review letters regarding PR02 which also relate to the
activities covered by this Technical Revision.
SCC is finalizing [he revised bonding calculations for the entire Seneca II-W South Extension Area for
DMG review and approval as a portion of Pemtit Revision PR-02. Estimated reclamauon costs for
the proposed disturbance under TR-33 are included in these calculations. This submittal does not,
therefore, include a revised bond reclamation cost estimate. Since the bond estimate is to be based on
an approved reclamation plan, SCC proposes to defer any necessary revisions to the previously
submitted bonding calculations until the DMG has opportunity to review this TR package and provide
input on the associated reclamation components.
We appreciate your consideration of this request and look forwazd to timely approval of this Technical
Revision Application. Given inherent lead times for mine development aciivites, is is important that
required permit approvals be obtained as early as possible so that required field activities can occur
doting favorable weather. The Proposed Public Notice of Application for Technical Revision
accompanies this transmittal for your review. On receipt of the DMG's notification of completeness
for this TR application, SCC will submit the proposed notice for publication in the Steamboat Pilot
Newspaper in compliance with Rule 2.08.4(5)(6). As always, we feel that effective communication is a
critics] element of the permitting process. Therefore, please feel free to contact either me at (970)
276-5106 or Jay James at (970) 879-6260 with any questions regarding this submittal, or if we can
provide any clarifications or supplemental information to facilitate and expedite your review.
Sincerely,
Seneca Coal Company
Michael G.
