The proposed Technical <br />Revision involves modification of the mining and reclamation plans contained in the approved permit <br />document to reflex preliminary development activities associated with the II-W South Extension <br />Area. This Technical Revision application consists of this transmittal letter which outlines the . <br />proposed activities and provides supporting rationale, a completed Technical Revision Application <br />Form, Instructions for Document Review and Insertion of Revisions, the Proposed Public Notice, <br />and appropriate revised permit materials for replacement or insertion in the peraut document. <br />As you aze aware, SCC submitted a Peraut Revision (PR-02) Application addressing all aspects of the <br />proposed future mining and reclamation activities for the II-W South Extension Area on September <br />14, 1998. The Division of Minerals & Geology (DMG) has provided SCC with several Technical <br />Adequacy comments since the original submittal. Based on SCC's review of the DMG's Technical <br />Adequacy comments, your recent site visit, and our discussion of the outstanding issues under the <br />Persnit Revision Application, it appears that resolution of outstanding issues, approval of the pending <br />Permit Revision Application, and the subsequent public comment period may extend into late sunvner <br />or early fall of this year. <br />As previously discussed with the Division, SCC will utilize the mechanism of this Technical Revision <br />Application in order to comply with the landowners request to have Pond O15 constructed prior to <br />September 1. We aze requesting approval of the following preliminary development activities which <br />will facilitate continuous ongoing operations until such time as the pending Permit Revision (PR02) <br />Application can be approved: <br />• Construction of Sedimentation Pond 15 and associated ditches and drainage structures to <br />provide drainage and sediment control for the preliminary development azeas and future <br />mine development <br />• Topsoil stripping and direct haul back of this material to reclaimed portions of the "A" <br />Pit. <br />Seneca Coal Company • P.O.
