(including Terrace Drain #1). Bench 4 outslope was 38%, Bench 3 <br />outslope was 38%, and Bench 2 outslope was 35%. Bench 4 height was <br />estimated to be 30.8 feet, Bench 3--26.2', and Bench 2--29.8'. In <br />summary, measurements indicated that Transect 1 outslope gradients <br />and bench heights were in compliance with approved design. <br />Terrace Drain #3--17'wide, 4% slope to inside, 2-3% slope to East <br />Collection Ditch. Terrace Drain #2--9.5' wide, 9% slope to inside, <br />3% slope to East Collection Ditch. Terrace Drain #1--13.5' wide, <br />2-3% slope to East Collection Ditch. In summary, measurements <br />indicated terrace drains measured along Transect 1 were in <br />compliance with approved design. Although Drain #2 width was <br />slightly less than the l0' specified in the text, inslope gradient <br />substantially exceeded the specified minimum of 2%, and as a result <br />capacity of the drain exceeds design requirements. <br />Transect 2 starting point was along Terrace Drain #3, approximately <br />75 yards to the east of the refuse pile temporary access road. The <br />transect extended to the base of Bench 3, including Terrace Drain <br />#2. Bench 3 outslope gradient was 41%, and bench height was 28.1'. <br />Terrace Drain #3--18' wide, 4% slope to inside, 2-3% slope to west. <br />Terrace Drain #2--10' wide, 9% slope to inside, 2% slope to west. <br />Transect 3 starting point was at the crest of the. Bench 3 outslope, <br />midway betweem the temporary access road and the West Collection <br />Ditch. The transect extended to the base of Bench 3, and included <br />Terrace Drain #2. Bench 3 outslope gradient was 40%, and bench <br />height was 29.6'. Drain #2 width was 15.5', with a 5.5% slope to <br />the inside and 3% slope to the West Collection Ditch. <br />Transect 4 starting point was at the junction of Terrace Drain #2 <br />and the west side of the temporary access road. The transect <br />extended to the base of Bench 2, including Terrace Drain #1. Bench <br />2 outslope gradient was 40%, height was 25.1'. Drain #1 width was <br />15', 2% slope to inside, 3% slope to West Collection Ditch. <br />Refuse Area Reclaimed Slope Compliance Evaluation--CRDA #1 <br />Permit narrative design specifications are identical to those given <br />for CRDA #2, with the exception that maximum approved refuse <br />outslope gradient is 2:1 (50%). Terrace drain cross sections and <br />gradients measured at transect locations were in compliance with <br />approved design. Reclaimed outslope gradients were consistently <br />lower than specified maximum of 50% (ranging from 40-45%). Bench <br />height averaged approximately 33' for Bench 3, 34' feet for Bench <br />2, and 35' for Bench 1. The minor apparent exceedance of the 30' <br />height specification for reclaimed Benches 2 and 3 is not <br />considered to be significant, and is mitigated by the fact that <br />slope gradient on the two benches is approximately l0% less than <br />the approved maximum, with no indications of excessive erosion or <br />instability.
