~~\',
REFUSE AREA "SPECIAL FOCUS" INSPECTION REPORT ADDENDUM
Various issues were left open in
pending further detailed review.
completed, and results of the
addendum.
the August 29 inspection report,
The additional review has been
review are set forth in this
Piezometer #307
The operator has experienced difficulty in monitoring of this
piezometer due to apparent constriction or obstruction. Due to the
absence of features indicative of slope instability on CRDA #1, and
based on the fact that the remaining assemblage of 29 piezometers
has documented no problematic ground water elevations, the Division
is not at this time requesting that the piezometer be replaced.
Monitoring should be continued, with failed attempts documented in
the monitoring record. Future changes in hydrologic
characteristics or other stability indicators may warrant
reconsideration. Refer to Attachment 1; September 12, 1997 memo
from Jim Pendleton to Dan Mathews.
Refuse Area Reclaimed Slope Compliance Evaluation--CRDA ;V2 -
Permit narrative specifies maximum 2.5:1 (408) slopes with 10' wide
benches (terrace drains) on 30' intervals above the lower bench,
which is a maximum of 50' in height. Terrace drains are to be
graded to the inside at 28-58, and graded to drain to perimeter
ditches at 28-58. With only a couple of very minor exceptions
(within the probable error range of the measurement techniques
employed) reclaimed slope gradients, bench heights, and terrace
drain dimensions were within the design parameters specified in the
permit narrative. Reclaimed slopes and terrace drains evaluated on
CRDA #2 are judged to be in compliance with the approved plan.
Slope measurements were made along several transects, using a 300'
tape and abney level. Vertical spacing of terrace drains was
estimated by applying appropriate trigonometric formula to measured
slope distances.
Transect 1 was located approximately 75 yards from the eastern end
of the refuse area, and extended from the top of the rough graded,
bare refuse Bench #4, to the base of the Bench #2 outslope
1
