<br /> <br /> <br />Comments - Continued (3) <br />When questioned as to why something had not been done to control drainage from <br />the spring, the operator indicated that CYCC had not been aware of the <br />spring. Given the heavy snowpack of 1983/1984, it seems unlikely that the <br />spring would have first appeared this year. In any case, the regraded slopes <br />should have been shaped so as to blend in with the the drainage above or <br />diversions should have been installed so that flow from the drainage would not <br />result in excessive erosion on the reclaimed area below. <br />5. NOV C-85-047 was issued for failure to properly maintain sedimentation <br />treatment facilities. Specifically, the small area exemption collection ditch <br />and gravel filter sediment trap at the MIddle Creek office/shop area were <br />totally silted in and nonfunctional. <br />The shop area was flooded by Middle Creek in the summer of 1984. Sediment <br />deposited in the ditch and sediment trap by the flooding had not yet been <br />cleaned-out. Photos 5/85/F-16 and 5/85/E-15 through 5/85/E-19 are of the <br />silted in sediment control system. <br />The operator did not offer an explanation as to why the system had not been <br />maintained. Since the ditch and gravel filter were silted in in the summer of <br />1984, drainage from the 2 acre small area exemption area has not been settled <br />or filtered prior to entering Middle Creek. <br />
