that these values are Table Standard values where ambient
values at a Point of Compliance are within the range of
Table Standards and that where ambient values are outside
that range, Permit Conditions are set individually for
each well, etc. It might be mentioned, for completeness
sake, that Permit Condition values are to be set for new
wells intended to serve as Points of Compliance at the
end of the first year of monitoring and will be based on
water quality data secured during that first monitoring
year.
Since ambient values receive mention in several
instances, possibly BMRI would like to define this or at
least reference the definition in the Mineral Rules if
applicable.
The above suggestions etc. are offered, as indicated earlier, in
order to ensure clarity and understanding. Since the Division
would like to have a draft of TR-15 that it could approve, albeit
conditionally, by February 16, 1946, please provide a final draft
of TR-15 by that date. If you have any questions on the above,
please contact me.
Sincerely',
~1~Lvt1G~ C~ ~~+~t~~
James C. Stevens
Sr. Specialist
96N016
