<br /> <br />M-10 monitors the Rito Seco Alluvium. <br />GROUND WATER MONITORING POINTS: The Division requires a <br />commitment on the part of BMRI to have all the new wells <br />approved as Points of Compliance, eg. SF-1, M-4R, M-15 <br />and possibly a M-11R, to be drilled, completed and <br />capable of furnishing quarterly water samples by May 1, <br />1996. <br />MONITORING FREQUENCY: The last paragraph which refers to <br />lysimeters and unsaturated monitoring wells might benefit <br />from having "ground water which does not meet Permit <br />Conditions" inserted after "if" and before "is present" <br />and "verification" between "followup" and "sariplinq". <br />MONITORING PARAMETERS AND COMPLIANCE LEVELS: Reference is <br />made in paragraph 3 to "..parameters in existing wells <br />which have not exceeded the table standards"... The <br />Division suggests that the phrasing be somehow Changed to <br />accomodate pH values that do not necessarily exceed but <br />lie within the range of table standards for domestic use. <br />MONITORING PARAMETERS AND COMPLIANCE LEVELS: Although <br />recognizing BMRI's desire for time to determine if M-11 <br />is contaminated in some way and whether BMRI can accept <br />M-11 as a Point of Compliance with a Permit Condition <br />value for iron of 1.7 mg/1, the Division does not want to <br />approve TR-15 without there either being a Permit <br />Condition value for dissolved iron for M-11 established <br />or there being a manner and date approved by which such <br />will be set for some Point of Compliance in the Rito Seco <br />alluvial aquifer in the mining area. Accordirigly, the <br />Division proposes to condition any approval of TR-15 as <br />follows: <br />Condition 1: The Permit Condition value for <br />dissolved iron at Point of Compliance M-11 is 1.7 <br />mg/1, however, should evidence, acceptablle to the <br />Division, be provided by March 15, 1996 trhat M-11 <br />is contaminated in some way that results in the <br />normal values of dissolved iron being consistently <br />and artifically elevated above this value, BMRI <br />will be required to propose a substitute monitoring <br />well to be drilled in the area of the East and West <br />Pits at a point acceptable to the Divisicn and to <br />serve as a Point of Compliance for the Into Seco <br />alluvial aquifer. This well must be designed, <br />drilled and completed in a manner corresponding <br />with that approved for new wells SF-1, M-4R and M- <br />15 and in the same time frame. Such a well, to be <br />identified as M-11R, will serve as a Point of <br />Compliance for the Rito Seco alluvial aquifer and <br />Permit Conditions for iron, manganese, sulfate, <br />total dissolved solids and pH will be established <br />
