III IIIIIIIIIIIII III
999
Date: July 5, 2001
To: Byron
From: Dan H.~~~-
Re: Reclamation of Water Monitoring Flume Foundations
Middle and North Thompson Creeks
MINREC, Inc; The North Thompson Creek Mines
DMG Permit No. C-81-025
Byron -Last Tuesday (7/03/01), I showed Dave Berry the 11 digital photos
of the four concrete water monitoring flume foundations that exist on Middle
and North Thompson Creeks. As you know, these photos were taken during
our inspection of the North Thompson Creek Mines on 6/20/01.
I informed Dave that these four flumes are located on North and Middle
Thompson Creeks, upstream and downstream of where the underground
mine workings from the North Thompson Creek Mine No.l underlie North
Thompson Creek and come near to underlying Middle Thompson Creek.
I also discussed with Dave that Jim Stover with MINREC, the current
permittee, believes that these flumes were installed by Snowmass Coal, the
previous permittee, for the purpose of comparing water flows upstream and
downstream of the mine workings to determine if any creek water was being
lost into the mine workings.
Regarding what MINREC should do about these flume foundations, Rule
4.05.13(3)(a) states, "Equipment, structures, and other devices necessary to
measure and sample accurately the quality and quantity of surface and
ground water shall be properly installed, maintained, and operated and shall
be removed when no longer required." I discussed with Dave the possibility
that DMG may have already addressed the reclamation of these foundations
in an earlier bond release findings document. Dave said we should review
