represented on the Pre-mining/Mining Plan Map as specified in the Rules. These details must be
represented in the proper exhibits so they can be found readily in the future.
6. Please indicate where topsoil and overburden stockpiles will be located for each phase.
EXHIBIT D -MINING PLAN
1. The mine plan section does not detail any of the earthmoving process.
Please review the requirements for this exhibit and submit the required information.
2- Please indicate the maximum size of the excavation area to be disturbed at any one time.
3. Please propose a timetable for each mining phase.
4. Though asphalt batch plants and fuel storage tanks, etc. may be portable, they often remain on
site for extended periods of time.
Please submit plans for a spill containment structure to properly store these materials.
5. Please be aware that, while the proposed mine plan discusses the possibility of a maximum of
1 5 trips per hour utilizing the haul route, the CDOT permit for the highway access has limited
the maximum trips per hour to 5.
The operator will need to notify CDOT, and receive their approval to increase the maximum no.
of trips per hour, before exceeding the 5 trip per hour limitation.
EXHIBIT E -RECLAMATION PLAN
1. Backfilling and grading must not leave slopes steeper than 2h:1v. The Reclamation Plan and
cross section indicate 1 h:1 v slopes from 10 feet below the pond surface to the bottom of the
pond.
Please revise the Reclamation Plan map and text to indicate maximum reclaimed slopes of 2h:1v.
Additionally, the 3h:1v slopes must extend from at least 5 feet above the water surface to at
least 10 feet below the water surface. The 5 feet above can only be reduced if the elevation of
the ground surface does not extend to a height of 5 feet above the water elevation. Please
revise the reclamation plan text accordingly.
2. Reclamation of roads and the facilities area are not discussed in the reclamation plan.
Please revise the reclamation plan and cost estimate to include detailed plans for reclamation of
these areas as well as the excavation area. Include proposed surfacing, grade, erosion control
(wind and water), etc.
3. The proposed seed mix for the wildlife area is not recommended for this type of post-mining
land use.
It is recommended that the operator contact the Colorado Division of Wildlife for a more
appropriate and diverse seed mix.
