APPLICATION FOR TECHNICAL REVISION - 2 RECEIVED <br />HALL GRAVEL PIT JAN 08 <br />M-1983-142 <br />Diririon at Miwrah rp ~Y- <br />Mesa County <br />This application is submitted to the Division of Minerals and Geology and the Mined <br />Land Reclamation Board to modify the approved plan for [iris site and prepare for the <br />development of the BLM Pi[ # 1 (M-2001-100). BLM Pi[ #1 adjoins [he Hall Pi[ and is <br />located to the south. <br />1. United Companies proposes that the access road that has been developed for the <br />Hall Gravel Pit and Ford Gravel Pit be used for access and product haulage for <br />the BLM Pit #1. <br />This access road/haul road has been paved and remains in good condition. The <br />existing truck scale will remain in service for the BLM Pit #1 as well. <br />2. United Companies proposes that a portion of the Hall Pit be used as a gravel <br />processing and gravel product storage area during the initial operation of the <br />BLM Pit # 1. <br />The part of the Hall Pit area that has been affected by gravel mining in the past <br />consists of approximately 4 acres. This area is presently being used [o store gravel and <br />a stockpile of reclaimed asphalt paving material that is awaiting recycling. Most of the <br />area that is proposed for processing and storage of gravel and storage of soil materials <br />for the BLM Pit #1 is idle at this time. The space available at the Hall Pit appears to be <br />adequate for the proposed processing and storage uses, 4 acres. The use of the Hall Pit <br />area will help United Companies during mining of the first 2 or 3 Blocks of the BLM <br />Pi[ #1 Pit. United Companies owns [he Hall Pit site. <br />3. United Companies proposes that the 30 foot wide buffer zone at the south side of <br />the Hall Pit be eliminated. <br />The third problem that is addressed by this technical revision concerns a feature that <br />was included in the original Mining Plan for this property. Thirty foot wide buffer <br />zones were to be left hetween the Permit Boundary and all excavated areas. The Ford <br />Pit was permitted and developed after the Hall Pit and is located adjacent to the Hall <br />Pit east boundary. The Hall Pit's 30 foot buffer zone at the Hall/Ford boundary was <br />eliminated from the approved Mining Plan as a part of Technical Revision-l. <br />Eliminating the 30 foot buffer zone at the south boundary of the Hall Pit, will allow <br />United Companies to mine all of the gravel that is present at the Hall Pit boundary <br />with the new BLM Pit # 1. This will fully use the gravel resource at the boundary area <br />and produce a flat floor for both pits. A flat pit floor will be an operational benefit <br />during the mining of the BLM Pit #1 and following mining. After mining and <br />processing activities are completed at the Hall, Ford and BLM Pit #1, a common floor <br />
