- Mr. Joseph Dratash
CaloraAo Divesion q(hlinerals fi Geology
© May 26, 1999
Page 2
2J Oxbow has included a cost for drainage reestablishment, but 1 could not locate any
discussion of the drainage configuration to determine if the cost is appropriate.
Response: When the soil material was stripped for the emergency borrow area, the
disturbance encroached on portions of a small existing natural drainage carrying
minimal ephemeral flows and running along the contour on the north side of the
borrow area. The drainage reestablishment work referenced in the bonding
calculation would involve minor grading and repair of this drainage to restore the
natural sideslope configuration (no significant channel or riprap work would be
necessary).
3J Topsoil replacement costs. Once again, for the Gulch C borrow area I was unable to
determine the volume of topsail to be replaced. lY/hat i< the proposed depth of replaced
topsoil?
Response: In the previously provided bond calculation, a removal depth of 1.5 feet
was indicated. It is probably reasonable to assume an equivalent replacemen[ depth.
Notice of Intent NOI CX-98-223-00. Elk Creek Exploration Drilline Proerant
A roved - Revised Exhibit A-1 eliminating duplicate drillhole locations for
Drillholes EC-6, EC-9, and EC-10 (duplicaces reflected both proposed original drillhole
locations ;md actual drilled locations). Proposed Drillholes EC-1 and EC-8 were never
drilled due to access constraints, so only 11 of the proposed 12 drillholes were actually
drilled.
Nutice of Intent NOI CX-98-223-01 and Amendment 1, Elk Creek Mine Drilling
Activities -The DMG i correct in noting that the location of borehole EC-DW4 is
not shown on the map (Exhibit A-1), submitted with the NOI Application. As stated
on page 3 of the original NOI Applicazion (1/10/98 -line ]0 under the Sub-Heading
"Project-Specific Plans and Parameter"), "The location of the fourth dewatering well, if
required, Rill be determined based on the results of the initial drilling ...." . Since the
pump testing has not yet occurred, the need for and location of a possible fourth well
has not yet been determined. If an additional well is needed, it would be located within
the relatively limited Elk Creek portal development area, as shown on the previously
provided maps. This should not pose a problem relative to bonding and approval since
costs are provided for reclaiming a typical borehole and the DMG can conservatively
assume that the fourth well will be completed.
Similarly, Amendment 1 to the NOI Application does not designate the locations of
the two potential additional geotechnical boreholes (EC-GT6 and EC-GT7), but al]
other relevant information (including reclamation cost estimates) necessary for DMG
review and approval is provided in either the original NOI Application or rite
Amendment submittal. These additional boreholes would be located within the
relatively limited Elk Creek portal development area, as shown on the previously
provided maps.
