Colowyo requests that the Division perform the bond calculation using your reclamation cost computer
program. Adequate information for bonding purposes should be contained within this letter. Please note
that in the 1996 drilling program permitted under MR-40, eight (8) of the eighteen (18) holes permitted
were not drilled. All eight holes(97-31, 97-40, 97-41, 97-42, 97-43, 97-44, 97-45, 97-46) were located in
active mine locations and so did not have drill site reclamation costs associated with each drill site. For
plugging bonding purposes, each hole had an average depth of 520 feet at 5.625 inch hole diameter.
Colowyo would like for the Division to credit the 1997 exploration program with this unused bond dollar
amount from the 1996 exploration program.
In 1997 exploration program proposed N this Minor Revision, six (6) locations (97-11, 97-18, 97-19, 97-24,
97-25, 97-27) out of the twelve (12) drill locations will require drill site reclamation. The other six (6)
locations (97-12, 97-20, 97-21, 97-22, 97-23, 97-26) will not require site reclamation due to their locations
in active pit areas that already have topsoil stripped or else have been partially mined. A disturbance of about
0.115 acres per site (50'x100"') is anticipated. Maximum mud pit dimensions on each site will be 15' wide
by 30' long by 7' deep. The anticipated total drill location disturbance is 0.69 acres.
No new access road construction will be required to access any of the drill locations. The six (6) drill sites
located outside of the active mining areas, will be accessed via existing roads which will require very minimal
upgrading work. Upon the completion of drilling activities, road reclamation work will only be required on
three (3) of the sites, and will consist of scarifying the roads (usually performed by two passes of a dozer
with ripper shanks lowered) and then reseeding the roads (hand broadcast else rangeland drill). The following
is a summary of road lengths.
Drill Location Linear Feet of Road
97-18 3100
97-19 700
97-27 4100
Roads will be constructed approximately ] 0 to 12 feet wide.
Drill hole plugging will be required on a total of 6,240 feet of pilot and core hole drilling with an average
hole diameter being 5.625 inches.
Upon review and consensus between Colowyo and the Division on the Division's calculated bond amount,
Colowyo will add this bonding cost to the reclamation bond currently in place.
Please place this minor revision into the Colowyo Permit, Volume 5, Revisions for Third Five-Year Term,
Exhibit 20.
In addition to the above mentioned twelve hole drilling program, and as part of the ongoing mining activities,
Colowyo will be performing additional drilling in the immediate pit areas. This drilling will be undertaken
by the same two rubber tire drilling rigs and crews that will complete the twelve hole program. Information
2
