P. (C-81-019) <br />Dear Byron: <br />Colowyo wishes to once again undertake a drill hole exploration program consisting of upwards of twelve <br />(12) exploratory drill holes to be drilled within the Permit Area (see enclosed map). The purpose of the <br />program is to obtain additional data for the coal seams currently being mined in the East, West, and Section <br />16 pits, as well as to obtain additional data from coal seams lying below the mining horizon of the strip pits <br />and possibly as deep as the Trout Creek Formation. Drilling will consist of a combination of pilot hole <br />drilling, geophysical logging, and core drilling. <br />Drill holes will be sealed in accordance with the applicable parts of Rule 4.07. Those holes drilled <br />immediately in advance of the active pit operations, through "F" seam, will not be plugged since those holes <br />will be mined through in the normal course of the approved operation (4.07.1(3)). Those holes extending <br />below "F" seam will be sealed with heavy media mud and drill cuttings (4.07.3) from the bottom of the hole <br />to just below the "F" seam. Colowyo will perform all activities in accordance with Section 2.02 of the <br />Colowyo Permit. <br />Colowyo's plan to temporarily seal the drill holes that will eventually be mined through, will consist of <br />placing a cover immediately over the drill hole and then covering that cover with soil and/or rock. The cover <br />will be a material such as wood, plate metal, hard plastic, flat rock, or similar durable material. <br />For drill site locations that do not drain to a sediment pond, sediment control measures utilized by Colowyo <br />will be a combination of one or several of the following: berms, mud pits, rough soil conditions of the pad <br />site, brush left in the soil materials, diversion ditches, contour furrows. <br />
