Authorization [order this permit is limited to those activities, lands, and access routes <br />specifically described in the mine plan of operations submitted to the National Park <br />Service (NPS) by Mr. Warren Wilcox dated 28 July 2000. <br />9. Authorization under this pelrttit is contingent upon acceptance and compliance with <br />all requirements of the State of Colorado, Division of Minerals and Geolobry. <br />10. Screening, crushing and asphalt mixing plants shall not remain on site for periods <br />longer than 9U days unless approved in writing by the Superintendent. <br />l 1. The Superintendent and/or his designee shall have reasonable access to the area of <br />operations as necessary to monitor and enstue compliance with the Plan of Operations <br />attd stipulations. A system of double locks will be developed and maintained for <br />access by the permittee/operator and Superintendent. <br />12. All existing improvements including but not limited to fences, gates, roads, culverts, <br />public land survey monuments, mining operation survey monuments and/or other <br />types of survey monuments, witness comers, and reference monuments must be <br />protected against destruction, obliteration or damage. Any damaged or obliterated <br />mazkers must be reestablished within sixty (60) days in accordance with accepted <br />survey practices at the expense of the permittee. <br />13. The transportation, use, and storage of explosives shall be incompliance with all <br />federal, state, and local requirements. <br />14. All access and haul roads shall be constructed and maintained in a manner that <br />controls and minimizes erosion. Roads shall he constructed only at locations <br />approved by the Superintcndcnt within the permit area. All vehicle travel within the <br />jurisdiction of Cwecan[i NRA will be coned to existing roads and access routes <br />designated in this permit. <br />15. The permittee shall take all reasonable precautions to protect and preserve cultural <br />and paleontological resowces encountered during operations. Should such resources <br />be discovered, the permittee shall immediately suspend work in the area where the <br />artifacts are located and notify the Superintcndcnt. The Superintendent will have the <br />discoveries evaluated, and determine the action to be taken within l0 working days. <br />The cost of any salvage work will be bomc by the permittee. All cultural and <br />paleontological resources salvaged from the lands are the property of the iJ.S. <br />Government and will be Nmed over to the Superintendent. <br />16. Waste Disposal: All waste shall be disposed of promptly at an approved location <br />outside the NRA. Waste includes trash, sanitary wastes, and all debris from <br />operations. No burning of wastes is permitted. Chemical toilets, of other selC- <br />colttained sanitation facilities, shall be required. ND pit toilets are permitted. The <br />permittee sllal l be responsible for the cleanup of any fuel or other contaalinating <br />maurials spilled onpark-administered lands during operations. The Superintendent <br />
