C Road is dangerous because of several hills which block views <br />of oncoming traffic and people entering the road from driveways. Gravel <br />trucks cannot stop very fast to avoid an accident. The haul road/C Road <br />intersection is dangerous because it lies at the base of a hill where the <br />view of C Road traffic is limited. This is the intersection where gravel <br />trucks are frequently seen not stopping at the stop sign. They make a <br />left hand turn at this intersection, pulling across the lane~of traffic <br />coming over the hill, and proceed up the hill making so much noise that <br />you can't hear yourself think even when inside a house. The C Road/32 <br />Road intersection is extremely dangerous because the gravel trucks are <br />pulling across traffic coming up the hill on 32 Road and going 55 mph. <br />Visibility of southbound traffic coming up the hill is very limited. <br />Land_Use: Please have a look at the applicant's existing pits in the <br />area. Doesn't it occur to you that they look like large, deep, strip <br />mined, open pits? And on top of that, they are practically right next to <br />town. I don't see any way that these can ever be reclaimed so they don't <br />look like an obvious scar on the land. There certainly won't be a nice <br />little lake to fill them up when the mining is done. Future generations <br />wilt have to live forever with your decision on whether or not to make <br />these holes in the ground larger. <br />Monitoring: Who's supposed to monitor whether the operator is complying <br />with the requirements of his conditional use permit and then enforce it <br />if he isn't? It seems like the phrase "once you get your permit you can <br />do anything you want to" may not be all that untrue. Where is the <br />reclamation for the existing pit or even the material to do the <br />reclamation with? Where is the water and irrigation system for dust <br />control? Row do we know the operator is not exceeding the permitted <br />amount of truck traffic? We as neighbors can't be expected to sit around <br />all day and count trucks, oc snoop around to see if he is watering <br />adequately for dust control, or performing reclamation as required. <br />There needs to be a monitoring plan worked out for the proposed pit in <br />advance which insures that permit conditions are met and that people who <br />have to live with this project are protected from abuses of those <br />conditions. <br />I certainly would appreciate your consideration of my concerns. Please <br />don't leave our neighborhood out in the cold. We have made substantial <br />investments in land and buildings in the area, certainly far more than <br />the applicant has made. We pay substantial taxes and have a right to <br />expect that public officials will take care of us too. The quality of <br />life in the Grand Valley is the major reason my family lives here. A lot <br />of other people also feel that way.
