Anew exhibit, Exhibit 3-lA, Easements, has been developed to show <br />easements within and adjacent to the permit area and should be inserted into the PAP in accordance <br />with the accompanying insertion instructions. <br />Rule 2.10.3(1)(1) <br />Item 28. A map ofpre-disturbance topography was not found in the PAP. Please include such a <br />map in the PAP, (A (extract) United States Geological Survey (USGS) Mount Harris <br />quadrangle with the permit boundary indicated would suj~ce.) <br />Response: New Exhibit 4-2, Pre-Mining Topography, is included with the submittal package. It <br />should be inserted into the PAP in accordance with the accompanying insertion instructions. <br />Rule 4.03.1(1) (i) <br />Item 29. A certification for an existing haul road (HGLF-HRI) is referenced on page 5 of Tab 12 <br />as Exhibit 12-5. This exhibit was not found in the PAP. Typical cross-sections are at <br />page 9 of Tab 12 (Figure 12-1). Please add this certification to the PAP. The <br />certiftcation for the proposed haul road is certified at Exhibit 12-5. <br />Response: Please see HGTI's response to Comment No. 11, above. <br />Rule 4.03.2<1) (i) <br />Item 30. No certiftcations for (existing) access roads or (designs) proposed by TR-06 were found <br />in the PAP. Please add these certifications to the PAP. <br />Response: Please see HGTI's response to Comment No. 12, above. <br />Two sedimentation ponds collect runoff from the greater disturbed areas. A number of small area <br />exemptions (SAE) demonstrations (Tab 12-2) indicate that small areas are in compliance. <br />Rule 4.05.1(4) <br />Item 31. The substation SAE calls for silt fencing, as does the office and leach freld SAE (Tab 12 <br />and Exhibit 12-2). Please update these SAES if silt fencing is not being maintained <br />Response: HGTI will assure that the silt fences are maintained to assure continued compliance with <br />the small area exemption demonstrations contained in Appendix 12-2. If either silt fence needs to <br />be fixed or replaced, HGTI will implement the necessary maintenance activity as soon as weather <br />conditions at the site allow for the work to be conducted. <br />Item 32. There is no sediment control feature identified for disturbances along the water supply <br />line. Please add an SAE demonstration jor this feature. <br />Response: HGTI strongly disagrees with the Division's insistence that there is still a disturbance <br />along the water pipeline corridor. The pipeline was installed during the 1975/1979 period. The <br />corridor was subsequently revegetated.
