March 3Q 2006 <br />Mr. Byron Watker <br />Re: Hayden Gulch Loadout, Permit C-92-08/ <br />Responses to Midterm Permit Comments <br />Page l1 <br />mapped below the Loadout consisted of native rangeland only. Exhibit 10-1 shows an <br />area of sub-irrigated improved pasture within the permit area, and Dry Creek <br />meanders through the site. Protection of alluvial valley floors is alluded to at Tab 14 <br />page 1. The Division (RN-01 Findings) made a findings that there was an AVF in the <br />permit area. The findings also found that farming on the alluvial valley floors would <br />not be interrupted, discontinued, or precluded. The Division also found that the <br />activities will not materially damage the quantity or quality of water in surface or <br />ground water systems. The Division found that activities will comply with the <br />requirements of the Act and Regulations with respect to alluvial valley flows. Please <br />add to this section asite-specific map that fu[ftlls the requirements of Rule <br />2.06.8(3)(b). Please describe the limits of the alluvial valley floor within the permit and <br />adjacent areas on the map, and include sufficient detail that provides a basis for the <br />alluvial groundwater monitoring program. <br />Response: HGTI has developed Exhibit 14-3, Alluvial Valley Floors, which shows the extent of <br />the alluvial valley floors (AVFs) within and immediately adjacent to the permit area. The AVF <br />discussion in Tab 14 has been revised to include additional detail on the alluvial valley floors within <br />and adjacent to the permit area to support the Division's AVF determination.. <br />The alluvial valley floor discussion provided in Attachment 14-i was originally completed for the <br />Seneca II-W Mine, which is in close proximity to the Hayden Gulch Loadout. As noted on <br />Attachment 14-1, page 13 (the first page of the attachment), the study area included Dry Creek from <br />the headwaters downstream to the Town of Hayden. This study reach includes the Hayden Gulch <br />Loadout. <br />The references to Exhibit 16-1, 16-3, etc. in Attachment 14-3 are references to exhibits in the <br />Seneca II-W PAP. Attachment 14-3 has been revised to clarify that this study was originally <br />completed for the Seneca II-W Mine, and that it was amended for the Hayden Gulch Loadout PAP. <br />HGTI has revised Attachment 14-3 so that it only addresses the alluvial valley floors within and <br />immediately adjacent to the Loadout permit area. Existing material in the Seneca II-W AVF <br />discussion that is relevant to the Loadout AVF determination has been retained. <br />Rule 2.10.1(1) <br />Item 26. Please see Item 11 above. Please retain some of the superseded maps and drawings <br />with explanation, so as to indicate current conditions on the ground <br />Response: Please see HGTI's response to Comment No. 10, above. <br />Rule 2.10.3(1) <br />Item 27.
