Water Quality
An application for an NPDES Permit has been submitted to the Water Quality Control Division at
the Colorado Department of Public Health & Environment for the original NCCI Pit #1. This
permit will be amended to include the expansion property.
Impacts to Groundwater/Hvdroloaic Balance
As approved in Technical Revision #3, NCCI will monitor the groundwater levels surrounding
the site and provide groundwater recharge via perimeter ditches/ponds. NCCI will construct
these ditches/ponds in the locations where direct discharge to an existing adjacent ditch is not
available to ensure that the stabilized levels are maintained. They will discharge dewatering
flows into existing adjacent ditches where possible to limit the disturbance to the surrounding
land. See Exhibit C, Mining Plan Map, for the locations of the recharge ditches/ponds.
To summarize the mitigation process, as each phase of mining/dewatering occurs it will draw
down the surrounding groundwater level to some extent. NCCI will implement the groundwater
recharge activities adjacent to each phase as it is mined. The cone of depression/radius of
influence will then stabilize. Once it has stabilized NCCI will maintain the groundwater levels in
their monitoring wells in that area per the criteria detailed in Technical Revision #3. See
Technical Revision #3 for a detailed explanation of the extent of the groundwater impacts and
how the impacts will be mitigated.
Three groundwater wells that are not owned by the applicant (Figure Exhibit G-1 #3, #6, #7) are
potentially located within 600 feet of the amendment area tract mining limits. Well waivers have
been included for wells #3 and #6. Information for the owner of well #7 and the physical location
of the well itself could not be located. It will be verified during the substitute water supply plan
and well permit update for the pit whether this well is within 600 feet of the mining area. A well
waiver will be obtained for this well if this is the case. Five other wells (Figure Exhibit G-1 #4, #8,
#11, #89, #93) that are potentially within 600 feet of the amendment area tract are either owned
by the applicant, are oil/gas wells, or are wells with no permit on record, therefore groundwater
impacts to these wells do not need to be addressed.
NCCI Pi[ #1
DRMS 112 Permtt Amentlment
43
