the Fort Lupton weather station (1950-1975) and the Brighton weather station (1976-2005) were <br />used. Missing data was replaced with the average for the period. The long-term average <br />precipitation at NCCI Pit #1 is estimated at 13.4 inches. Effective precipitation is calculated as <br />70% of the total precipitation. The net evaporation is the difference between gross annual <br />evaporation and effective precipitation. The resulting net evaporation is 3.0 feet. <br />The maximum evaporative loss from the 1.6 acres is 4.7 ac-ft. <br />Operational Loss <br />The average annual production from the NCCI Pit #1 site is estimated at 400,000 tons. Using <br />4% moisture content, the total associated consumptive use for water retained in the material <br />mined is 11.8 ac-ft. <br />Dust control use is 10,000 gal/day, 5 days/week, 4 weeks/month for 10 months of the year. This <br />equates to 6.2 ac-ft. <br />Maximum operational loss is estimated to be 18.0 ac-ft. <br />The maximum annual consumptive use at this site during the mining operation is estimated to <br />be 22.7 ac-ft <br />Realacement Water <br />The replacement of consumptive uses at the original site is accounted for in a substitute water <br />supply plan (SWSP) approved by the State Engineer. The current SWSP is valid through <br />December 31, 2007. NCCI will operate NCCI Pit #1 in accordance with this approved SWSP. At <br />the time of renewal, the SWSP will be amended to include the original site plus the expansion <br />property. Mining in the expansion area will not occur until after 2007 when a new SWSP has <br />been submitted and approved. <br />The following water sources will provide the necessary replacement water for the site: <br />• Three shares of Lupton Meadows Ditch Company owned by NCCI <br />• Leased water from the Consolidated Mutual Water Company <br />• Leased water from the City of Greeley <br />Surrounding Water Rights <br />Figure Exhibit G-1 shows the permitted wells within '/: mile of the site. The well information and <br />locations were obtained from the Well Look database at the Division of Water Resources and <br />water rights tabulation. This well and water rights information was cross checked with the <br />State's CDSS. Between the sources, all permitted and decreed wells are included. Table Exhibit <br />G-1 is a corresponding list of wells as numbered in Figure Exhibit G-1. <br />A gravel pit well permit has been approved for the original site. At the time of SWSP renewal, a <br />new gravel pit well permit will be applied for to include the additional evaporative and <br />operational losses from the inclusion of the expansion property. If the proposed use of <br />groundwater at the NCCI Pit #1 site results in material injury to surrounding wells, NCCI will <br />ensure that all necessary measures are taken to address the issues. <br />NCCI Pd #1 <br />ORMS 172 Permit Amendment <br />42 <br />
