Various setbacks from adjacent roads, adjacent structures, and oil and gas infrastructure will be
maintained as mining occurs. All setbacks specified in the surface use agreements with the
oil/gas companies will be followed. Attached are draft surface use agreements with the pertinent
oil/gas companies. The final executed agreements are expected to be obtained in the near
future and will be forwarded to the Division when they are available. A minimum 200 foot
setback from any existing oillgas facility will be maintained until that time. See the Mining Plan
Map, and the Slope Stability Report for the mining limit configuration and information on
setbacks and their locations.
Products
Sand and gravel will remain the primary product produced from the mining activities, and gold
will remain the incidental product produced from the mining activities. The principal intended use
for the sand and gravel will remain as construction aggregates.
Subsurface drilling and testing has verified that the amendment area tract contains a significant
commercial deposit of sand and gravel. The depth of the soil and overburden ranges from 0.5 to
6 feet. The depth of the aggregate material ranges from 0.5 to 31 feet. See Exhibit I, Soils
Information, for detailed data on the nature, depth, and thickness of the soil strata present in the
amendment area.
Mining Methods
The methods for mining, earthwork, and processing that are approved in the current permit and
technical revisions will continue to be employed throughout the mining activities.
Mine Phasing
NCCI anticipates mining and reclaiming the site in approximately 12 to 15 years. Annual
production is expected to be between 300,000 and 500,000 tons depending on market
demands. This production rate translates to 9 to 15 months of time required to mine each
phase. The active mining area will progress through the 13 phases as shown on the mining plan
map. The crushing and screening processing area will remain in its current location until the
later phases of mining. It will then be relocated to the pit floor through the completion of mining.
The topsoil/overburden stockpiles, temporary dewatering pond, and process water pond will
remain in their current locations throughout the mining activities. The topsoil/overburden
stockpiles will remain in their current configuration that is parallel to the floodplain in order to
limit their affects on it.
As approved in Technical Revision #3, NCCI plans to maintain the 10 acre active mining area at
the site with the total area of disturbance varying depending on the concurrent reclamation
activities.
M-2001-107
NCCI Pd #1
DRMS 112 Permit Amendment
