EXHIBIT D <br />Mining Plan <br />Mining Limits <br />NCCI wishes to amend their current permit to include the tract of land immediately to the north <br />and adjacent to their current permit area as shown in Exhibit C, Mining Plan Map. <br />The limit of mining on the current site has also been modified in two areas: <br />1. The area around the KPK well in the south end of the current site has been included in <br />the area to be mined. This well is expected to be abandoned and removed. NCCI will <br />maintain the setbacks from this well detailed in Technical Revision #3 until a final <br />agreement with KPK is obtained and the well is abandoned and removed. <br />2. The area in the northeast corner of the current site has been included in the area to be <br />mined and joined to the area to be mined on the amendment area tract. NCCI's original <br />intent was to preserve this area as a future home building site. They have determined <br />that they no longer desire to place a home in this area and are including it in the area to <br />be mined. <br />The amended permit boundary will encompass a total of approximately 175.63 acres with <br />approximately 112.8 acres being mined. The remaining area will consist of setbacks, road and <br />utility right-of--ways, equipment storage, and plant site access.. <br />An aggregate processing plant area and a concrete and asphalt batch plant area will be located <br />within the mining area as shown on the Mining Plan Map. These areas will contain stockpiles <br />and storage bins and silos as necessary to support the plant operations. <br />Designated locations for concrete truck washout and excess concrete product dumping will be <br />provided to ensure that waste materials are recycled and kept from entering the stormwater <br />flows on the site. <br />The concrete truck washout area will be a 30 foot by 20 foot three cell concrete structure. <br />Concrete trucks will wash the residual product from their mixing drums and chutes into the first <br />cell of the structure. The first cell spills into the second cell, which spills into the third cell. This <br />allows the aggregate and suspended fines to settle into the cells over time. The water and <br />settled material in the three cells is then removed as required and recycled into the concrete <br />batch plant. Generally, the cells are cleaned on a weekly schedule. <br />The excess product dumping area will be approximately 50 feet by 100 feet and have an <br />exterior berm to limit the migration of stormwater flows to and from the surrounding areas. <br />Excess product that is deposited in this area will be allowed to cure for approximately 90 days <br />until it becomes inert. It will then be crushed and recycled. <br />All local, State, and Federal rules and regulations will be followed for the storage and handling <br />of any fuel, asphalt, cement, flyash, and admixtures required for the hatching facilities. <br />M-2001-107 <br />NCCI Pit #1 <br />DRMS 112 Perm# AmemlmeM <br />
