• D RAT <br />Minutes, July 22-24, 1992 Subject To Board Approval 29 <br />Ms. Pineda said she would like to develop a communications team within <br />the Division. She said Kathy Kanda, DNR's information coordinator, has <br />agreed to facilitate a 7otai Quality Management (TQM) program for the <br />Division, in regard to communication needs. Ms. Pineda said she would <br />be contacting the Division's Program Supervisors and requesting that <br />they submit names of individuals who would be asked to participate on <br />the team to discuss the Division's communication needs, as well as <br />those of the public. <br />Ms. Pineda noted that Board Member Stewart had previously agreed to <br />serve on the communications team. She further suggested including <br />another representative from the mining industry, conservation or an <br />environmental group, etc. <br />Ms. Pineda briefly discussed the problem with attendance at meetings <br />held in the community for the purpose of addressing concerns of <br />citizens and county. She said she would be investigatirg ways of <br />improving interest and attendance during these meetings. During <br />previous discussions consideration was given-to establishing contacts <br />in the counties and providing them with information and education <br />regarding the Division and its Programs. <br />The Board provided the following recommendations for improving, <br />developing and providing outreach to citizens and county officials: a) <br />contact local miners' associations when meeting in their area, b> get <br />on the agenda of other agencies, e.g., County Commissioners, CMA, Rock <br />Products, etc., c) meet in other counties when requested, d) the <br />Governor's DOME trips, e) target counties and communities where the <br />Division is experiencing problems, f) attend the meetings of opposition <br />groups that frequently attend MLR Board Meetings, g) market the <br />positive achievements of the Division, h) train an individual to work <br />with the public to answer questions, explain the process etc., i) <br />improve the notice procedure--ask operators to post signs at proposed <br />mining sites and places frequented by citizens, as well as at <br />courthouses, j) Staff contact with County Commissioners and other <br />agencies about proposed operations, k) update former Board Members, <br />regarding procedures and 1) develop informational fact sheets and <br />flowcharts outlining the Division's organizational structure, policies, <br />procedures, etc. <br />Steve Renner said the Coal Program will be submitting a gr.int request <br />to OSM which will provide funding for the creation of a pocket guide. <br />The pocket guide would include explanations about the Program's <br />procedures for new applications, revisions, renewals, amendrients, bond <br />release, etc., and would be made available to the all counties. <br />Ms. Pineda said she would establish a communications team ind provide <br />the Board with an update during its August or September 19'.)2 Meeting. <br />She said the team would initially concentrate on outreaci with the <br />counties. <br />
