Minutes, July 2Z-Z4, 199 <br />~;i~ <br />D RAT 28 <br />Subject To Board Approval <br />At this point, Ron Cattany saki that the Governor recently signed an <br />administrative order making Michael Long the Director of Minerals and <br />Geology Division of DNR. He said that Dave Bucknam will eventually be <br />appointed Director of the Office of Active and Inactive Mines. <br />Mr. Cattany said that Mr. Pat Rogers will be appointed Acting Director <br />of Geological Survey effective Nugust 1, 1992. He said the Executive <br />Director will probably make a riecision regarding the appointment of a <br />State Geologist, a replacement for John Rold, and Director of Water <br />Conservation by the middle of August. <br />Mr. Cattany said the Department plans to provide the Governor with <br />recommendations for the Minerals and Geology Polir:y Advisory Board by <br />the end of next week. <br />Mr. Long said that Frank Johnson, Assistant Attorney General, will <br />begin working one-half time for the Division, and Ms. Cheryl Linden <br />will start working part-time for the Division. He said Ms. Linden will <br />be working on the legal aspects on some of the closure problems facing <br />the Division, i.e., landowner agreements, cost-sharing, vandalism, etc. <br />Mr. Long said Frank Johnson is pursuing the possibility of existing OOM <br />statutes allowing the Director of DMG to sign orders for closures. He <br />said Mr. Johnson is also drafting a letter to the State's county <br />district attorneys in counties where problems are being experienced <br />informing them of the statute and requesting that appropriate action be <br />taken for its enforcement. <br />>F ~ ~ <br />3. Outreach and Educational Program or Local Government and Public <br />Mr. Long stated that the conr:eption of an outreach program was <br />developed through discussions of the Blueprint for Change. During <br />those discussions, it was deckled that an educational program for <br />citizens and local governmental agencies would be established. He said <br />he felt it would be beneficial to include mining representatives, i.e., <br />trade associations, individual operators, etc., as components of the <br />program. Mr. Long asked the Board to consider whether the mining <br />industry would be receptive to this idea. <br />Loretta Pineda presented an outline that she said was developed with <br />input from the Senior Staff. She said one of the functions of the <br />communications programs would be to provide more information about the <br />Division's existing reclamation programs. Ms. Pineda said <br />communicating information relativ~a t:o the issue of consolidation would <br />also be included in this effort. Hc•wever, she said that at this time, <br />the plan is to develop a proposal to be implemented after the issue <br />regarding the Geological Survey is resolved. <br />
