<br />Page Two <br />Drilling operations are scheduled to begin as soon as all necessary permits <br />are obtained. Assuming no delays due to poor weather, the drilling <br />operations should be completed within two weeks. Reseeding of the drill <br />sites will be completed immediately thereafter. Activities will be <br />conducted during dry weather to avoid any unnecessary damage to the area. <br />In addition, work will not be conducted past November-1, unless permission <br />is obtained from the U. S. Forest Service District Ranger. <br />To avoid disturbance to the area, the proposed drill sites have been located <br />immediately adjacent to• the Di`,y~';~Fork access road, thus no new road <br />construction or disburbance to the'.Proposed drill sites will be necessary -- <br />the-.drill rig will simply be backed up off of the main road and the wells <br />drilled. In addition, drill pads will not be constructed. Instead, WECC <br />proposes to brush the vegetation, if necessary, in the immediate area of <br />each drill site. Proposed drill sites are-in grassy meadows on the roadside <br />and should have little or no vegetation to be cut or removed. The wells <br />will be rotary-drilled using air or an air/biodegradable foam combination. <br />Hay bales will be used if necessary to control the discharge .of the <br />biodegradable foam. Drill cuttings will be scattered to a .depth of less <br />than one inch over the drill site upon completion of drilling. Any trash <br />generated during the drilling operations will be transported to a local <br />landfill for disposal. Approved spark arresters will be used on all <br />combustible engines used on the job. <br />If water is encountered during the operations, flows of 10 gallons per <br />minute or less will be discharged on the surface in such a manner that <br />erosion will not occur. Flows over 10 gallons per minute of water will <br />either be contained or sprayed in such a manner that erosion will not occur. <br />If sufficient water is encountered, WECC and the District Ranger will work <br />together to determine and implement methods to make this water available to <br />cattle and wildlife. <br />As indicated, the Dry Fork access road was recently regraded. Thus, no <br />upgrading of the road will be necessary. However, should the U.S. Forest <br />Service require that road maintenance be conducted on its roads, such work <br />will be conducted in accordance with appropriate standards stipulated by the <br />District Ranger. Right-of-way widths of existing roads on National Forest <br />land will be maintained as they presently exist. <br />Upon completion of the drilling activity, the areas where the holes were <br />drilled will be reseeded if necessary using the permanent seed mix approved <br />by the Colorado Mined Land Reclamation Division as part of the Mt. Gunnison <br />Mining and Reclamation Plan. When use of these monitoring wells are no <br />longer necessary, each well will be plugged with a five-foot cement plug. <br />
