Please have Oalmdge Energy provide the information required by Section 2.03.10 for
each of the four Carbon Junction Mine monitoring wells.
b. According to Joe Molloy with the Colorado Air Pollution Control Division, Oalaidge
Energy has received approval of two new air permits in August of 1994. These 1994
permits replaced the ones we have in our binders currently. Please have Oakridge
provide that information required by Rule 2.03.10 for these new air permits.
c. According to a telephone conversation held with Sarah Johnson of the Stormwater
Unit of the Water Quality Control Division, the Carbon Junction Mine has a
Stormwater Management Plan under the General Colorado Discharge Pollutant
System (CDPS) Permit No. COG-850000, issued for Facility No. COG-850027 (the
Carbon Junction Mine). OEI's response is accepted.
d. According to Shirley Just with DMG's Mine Safety Section, Oalcridge Energy's
explosives permit expired in 1994. Please have Oalcridge remove the copy of the old
explosives permit application from their permit, and have them replace it with a copy
of a new, valid explosives permit when mining resumes.
6. Rule 2.04.7 H~rolo~ Description
a. Ground water. The fast paragraph of page 4-13 of the approved permit commits to
monitoring three existing wells during the Wert four quarters to more fully characterize the
ground water. Which three wells are these? Did this sampling get done and if so, the results
should be incorporated into this section of the permit.
The operator indicates that the data for wells 17-B, 82-1, and 82-4 was submitted as part of
the Annual Hydrology Report. Review of the permit and the AIiR's submitted to-date
indicate the following with regard to ground water monitoring wells:
W ll Bl
1. Up through 1993, well B17 (or 17-B) is the oily well monitored.
2. Along history of monitoring data is included in an appendix to the permit for B17,
including baseline information.
3. Well 17-B (or B17) is included in the revised pages as asemi-annual ground water
monitoring location. /
The Division has no issues or concerns with well B17. , '
