Section 2.05.4. Reclamation Plan <br />4. The Division is in the process of reviewing the reclamation cost estimate for TR-47. <br />When the review is done, the cost estimate will be sent to BRL for its review. <br />5. Please provide a postmining contour map with representative cross sections per Rule <br />2.05.4(2)(c), that shows the final contours after reclamation of this site. <br />Rule 2.05.6 - Mitieation of the Impacts of Minin¢ <br />6. Inane-mail dated Mazch 21, 2007, BRL indicated that they will submit a threatened & <br />endangered species survey for TR-47, as required under Rule 2.05.6(2)(a). The Division <br />will forwazd a copy of the report to the Office of Surface Mining for coordination with <br />the US Fish & Wildlife Service. <br />Rule 2.05.6(3) requires the protection of ground water quantity from proposed mining <br />activities. Although BRL proposes to grout the vent shaft perimeter, infiltration will be <br />minimized, not eliminated. Since Hubbazd Creek is only 120 feet away from the proposed <br />vent shaft, please propose a hydrologic monitoring plan to determine the occurrence and <br />quantity of water from the Hubbazd Creek alluvium that seeps into the vent shaft. <br />Rule 2.07.7 -Conditions of Permits <br />8. Because the proposed shaft site adjoins the Hubbazd Creek road, how will BRL ensure <br />public safety concerning explosives storage during construction and the potentially <br />hazazdous shaft opening. <br />Rule 2.10 -Maas and Plans <br />9. Please revise the pertinent maps to show the new permit boundary, as required in Rule <br />2.10.1(3). As has been done in the past, the maps can be submitted after the adequacy <br />review is finished but before a proposed decision is made. <br />Rule 4.02.6 - Blastine Sians and Rule 4.08 -Use of Explosives <br />l0. Because explosives will be used in the construction of the Hubbazd Creek vent shaft, <br />Rule 4.02.6 and certain portions of Rule 4.08 will apply. Please provide the details of the <br />blasting plan and state which sections of the blasting rules and Section 2.05.3(6) of the <br />Bowie No. 2 permit application aze applicable to TR-47.
