55. MCC provided additional information regarding material balance in its most recent
correspondence and at the April 21, 1997 meeting. DMG recognizes that MCC is not able to
provide accurate volumes and material handling plans at this time. Accordingly, DMG has
increased MCC's estimated volumes by 50%, and a conservative approach was utilized in
determining unit costs for backfilling and grading. Details of the cost estimate are provided
in the attached reclamation cost estimating worksheets.
For your information, Mike:
The volume estimates provided for topsoil redistribution will result in redistribution of 11.96"
of soil. MCC is required to replace a minimum of ]2". The 11.96" result does not account
for consolidation or loss in handling (usually around 15%); taking that into account results in
a replacement depth of 10.16". To redistribute 12" over 57 acres, MCC will be around 14,134
yards short for the 12" replacement depth.
I have completed a reclamation cost estimate for the PR-07 proposal. The bond increase for PR-07
will be $2,488,073.00. The new total bond required will be $8,767,692.00. The estimate worksheets
are attached.
If you or the operator have questions or need additional information, let me know.
c: David Berry
m:\coal\mpb\pr076. slb
SLB1pr076
Mike Boulay 2 April 29, 1997
