Long
(((~~~ Division Oveclor
RE: West Elk Mine (C-80-007)
1 have reviewed MCC's responses to my second round of adequacy questions. All of their responses
were acceptable, with the following exceptions.
] 8. MCC informed DMG that, of the structures shown on the "General Arrangement of Site
Layout Showing Sinking Facilities and Services" drawing, only three foundations would have
to be removed (no structures). The foundations noted by MCC include two hoist foundations.
The drawing shows two hoists at each of the intake and exhaust shafrs, a primary sinking hoist
and an emergency hoist. Will there only be concrete foundations at two hoists total, or two
at each shaft?
MCC also states that all other facilities to be removed have been described in information
previously submitted. Afrer reviewing the material, we are still unable to locate the following
information. Please provide the information and include it in the permit application package,
or provide its location in previous submittals.
a. What aze the dimensions of the ventilation fans and standby generators? Will there be
foundations and/or footing associated with these structures?
b. Are there concrete landings at the stairway bases, and if so, what aze the dimensions?
c. Will there be arty footing for the foundations at the shop, compressor, and hoists?
d. What is the height and diameter or width and length of the 74 steel columns at the
substation?
e. Please include the location of the grounding grid location on at least one of the maps
which depicts the substation.
f What is the diameter of the 65' poles for the transmission line? What are the base
dimensions of the 150' lattice-type steel structures? What are the base dimensions of
the 80' self-supported steel pole structure?
g. MCC notes that there will be 5 tons of equipment associated with the distribution line,
and 100 tons of equipment at the substation. What sort of equipment will this be,
where will it be located, and what support equipment (crane, cherry picker, etc.) might
be required to remove it? Would any of this equipment be considered hazardous or
require special handling?
h. What are the dimensions of the switchgeazs which will be housed in the switchgear
buildings?
i. What are the dimensions of the flocculant storage building? Will there be a foundation
or footing? if so, what are the dimensions?
Christine Johnston (MCC) gave me all ojthe above injormation by telephone on April 28, 1997, but
MCC still needs to include the information in [he permit application package.
