At <br />this point in time, Rockcastle is late in filing an application for renewal of <br />Permit C-81-039, which expires on April 23, 1990. Since I thoroughly reviewed <br />the correspondence files during the last week following my OSM inspection, I <br />thought I might give you some preliminary minimum guidelines on issues which <br />should be addressed as part of the permit renewal. <br />1. Please file a permit renewal application which updates the <br />applicant information as appropriate. <br />2. Please update the identification of interests, compliance and right <br />of entry information per Rule 2.03.4, 2.03.5 and 2.03.6. We have <br />reason to believe that modifications have occurred in all of these <br />areas. Check the Surface and Mineral Ownership Map to verify that <br />no changes have occurred. Adjust the legal description to fit the <br />November 27, 1984, letter from Raye and Associates extending the <br />Permit Area along Grassy Creek to the Twentymile Road. Provide a <br />map showing the full extent of the permit area. <br />3. Provide a proposed newspaper advertisement announcing that <br />Rockcastle is applying for permit renewal. <br />4. a. Modify the operation plan to reflect timeframes which fit <br />Grassy Gap. Revise the Mining Plan map to show timeframes <br />for mineral extraction which are based on one or more levels <br />of production (2.05.3(2)(a)). <br />b. Provide historical information on Pits 1, 2 and 3 in Table 1 <br />page III-2, and Figure 1, page IY-2 and prepare a map which <br />identifies areas reclaimed under the Interim and Permanent <br />Programs per Rules 2.10.2(2) and (3). <br />
