2.05.4 Reclamtion Plan <br />Reclamation at the Blue Ribbon Mine is scheduled to start during the <br />first full construction season fullowing the completion of mining in the present <br />reserves. The initlal stage of reclamation will be to reclaim all but the sed- <br />iment control atructurea. The final stage will be the reclamation of sediment <br />control structures. <br />The three mine portals will be sealed in accordance to MSNA regulations. <br />Non-combustable fill will be placed in each portal for a minimum distance of 25'. <br />pn 8-inch solid cinder block wall covered with mortar or gunnite will form [he <br />final seal, see plate 16. This wall will be notched into the roof ribs and floor <br />to create an airtight-watertight seal. The portal bench fill will be backfilled <br />against these seals to allow them to withstand a greater hydraulic head in the <br />event that the water level in the mine rises above the seals. Mayor inflows into <br />the mine have been at least 80' lower than the portals and no inflows have been <br />seen in portions of the mine higher than the portals. No detailed hydrologic <br />studies have been done to determine the hydrologic head in the mine subsequent to <br />mining, but these facts lead ua to believe that the water level will not reach <br />the portal seals. <br />The surface facilities will be removed and foundations and other non- <br />combustable, non-toxic material will be used in the backfill of the portal bench <br />and the acceea road. <br />Blue Ribbon has been granted a variance from approximate original contour <br />restoration under provision 2.06.5(2). Refer to stipulation response No. 3. Blue <br />Ribbon plane on backfilling the mine bench area with material obtained from the <br />undisturbed hillside directlq south of the bench. Exhibit F-2 shows the approx- <br />imate final contours of both the mine bench area and the hillside borrow area. <br />The mine bench area backfill shall be placed on approximately a 15° slope from the <br />edge of the mine bench to the highwall. This will leave approximately a 35-foot <br />highwall. The hillside borrow area shall be excavated to a slope no greater than <br />25°. The work shall be accomplished using a combination of a bulldozer and front <br />end loader. <br />108 (Rev. 8/30/85) <br />
