Walker ` Executive Director subject: TR-50 Michael B Long date: August 23, 2000 Divmon Duector reference: Your memo of l8 April 2000 By Technical Revision (TR) 50 to Permit C-81-019, a number of exploration wells aze transferred from Permit C-81-019 (permit) to NOI-X-95-109-05 (NOI). The purpose of this memorandum is to provide you, as requested under the reference, information on these holes being transferred. As of this date, a number of these holes will need to be added to Colowyo Coal Company, L.P.'s (Colowyo) request to you to modify the NOI. Answering your second question first, all surface disturbances associated with an exploration hole aze being transferred with the hole. As part of the TR-50 process, Table 1 of the application is being revised to identify all the holes to be transferred. The following is an overview of the holes on the current table. The Minor Revision (MR) files referenced have information on the holes and surface disturbances. Table 1 indicates the MR associated with each hole. Please let me know if you need assistance in reviewing these files or duplicating them for your NOI records. Perhaps your NOI files can include the MR file by reference. Holes 1, 3through 8, 26, 27, 33, 35, 37, 45, 46, 101 and 102 were permitted in the original Permit C-81-019. They are shown on Map ]0 and aze referred to on page 2.04.7-5 of the Permit . Application Package (PAP). Reclamation liability was released in MR 12 for these holes. Holes IP#1, IP#2 and IP#3 were permitted under MR 34 and were mined through. Colowyo has been asked to identify a number of holes permitted under MR-44 that have not been identified to date. MR-44 indicates that they were to have been mined through. Colowyo has been asked to submit a request to transfer those wells, licensed with the Office of the State Engineer, that Colowyo as a permittee wishes to transfer to Colowyo as a landowner. Under the TR-50 action, Colowyo is advised that such transferred wells will not carry a Permit or NOI reclamation liability. I will provide you with a copy of this request upon receipt. With reference to Table 1 of the TR 50 application revised 7-18-00 (a later revision is coming):
