Technical Revision No. 81 Page 2 <br />June 17, 1998 <br />a. Please find enclosed revised Map 53 and 54, which now more accurately <br />depicts the permit boundary in the area of the train loadout. This area was <br />already included in MCC's permit area as described in Exhibit 2A in MCC's <br />permit. Exhibit 2A has been revised as well to better describe the area of <br />MCC's railroad siding (17' width) rather than the entire main line railroad <br />right-of--way (100' width), currently described in Exhibit 2A. <br />b. See response to question (a) above regarding the permit boundary change. <br />MCC believes that sediment control in the area of the TLO is adequately <br />addressed. The grade of the spur outside of the area controlled by the pond is <br />relatively flat, and any sediment-laden stormwater would not flow very far. <br />The only culvert in the vicinity ofthe siding identified by the Division, <br />discharges to the North Fork is the culvert located at the bottom of the loadout <br />access road. Sediment control has been proposed in this revision application <br />for this culvert, but has been in use for the last several years. MCC will <br />continue to inspect the area and install alternative sediment control measures, <br />as necessary, to "prevent to the extent possible using the best technology <br />currently available, additional contributions of suspended solids or streamflow <br />or runoff outside the permit area" (Rule 4.04(1)(b)). <br />8.
