III IIIIIIIIIIIIIIII <br />STATE OF COLORADO <br />COLORADO DEPARTMENT OF HEALTH <br />AIR POLLUTION CONTROL DIVISION <br />TELEPHONE: (303) 692-3150 <br />EMISSION PERMIT <br />PERMIT NO: 13GU034-1 <br />DATE ISSUED: JANUARY 14, 1994 <br />ISSUED.TO: MOUNTAIN COAL COlWEST ELK MINE <br />or <o~ <br />~``~ +., <br />Me~\ <br />.~. <br />~sve' <br />INITIAL APPROVAL <br />THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: <br />An underground coal mine known as the Mount Gunnison Mine located near Somerset, <br />Gunnison County, Colorado. <br />THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: <br />Stationary screen (serial #20311, crusher (serial #7630)- rotary breaker (serial /1154- <br />811, main mine conveyor, raw coal conveyor, 800 ft 3/4 hooded conveyor, reclaim <br />feeder (serial #54-13891, and associated haul traffic for the reclaim system. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY CONTROL ACT C.R.S. 125-7- <br />101) et seal, TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF <br />THIS DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />1. Visible emissions shall not exceed twenty percent 120%) opacity. <br />2. The permit number shall be marked on the subject equipment for ease of identification. <br />3. Water spray with chemical stabilizers added shall be used as necessary to minimize dust <br />emissions from transfer points, reject chute and the stockpile conveyor. <br />4. Conveyors shall be entirely conveyed on the top and both sides to minimize dust emissions. <br />5. Construction of this source must commence within 18 months of initial approval permit <br />issuance or within 18 months of the start-up date stated in the application. If commencement <br />does not occur within the stated time the permit will expire on .ttil.v l al a,~ggs <br />(See General Condition No. 6., Item 1 on the reverse side of the first page of•this permit.) <br />6.
