i, III III III III IIII III <br />F, 999 <br />1~~~~9 7 <br />Larry: <br />The basic problem as I understand it is that for some time <br />increasing clay contents in the recirculated (thickener) water has <br />caused problems with the washed coal product. Source of the clay <br />is higher clay contents in the raw coal. Given the high clay <br />content, they cannot re-circulate the wash plant water -~° the <br />extent they have in the past; thus the TR 43 plan to dispose of <br />waste water underground, and import additional fresh water for use <br />in the washing process. <br />The current emergency is evidently due to a recent rapid worsening <br />of this situation. Dubbert stated that due to the poor coal <br />quality the generating capacity of the Deseret Power Plant had been <br />de-rated. He indicates that they could "get through this <br />emergency" if allowed a one time disposal underground of 600,000 <br />gal. of thickener fluid, by today or tomorrow. <br />I told him I would consult my superiors, and get back to him by <br />this afternoon. <br />
