the lower end of stock trail needs to be completed to provide a continuous trail back to the historic
road along the creek. The trail will continue to be used, in its present location as the connection
between East Roatcap Creek and the Blough Road. Eventually, once the cattle guard is crossed, the
public will simply see "a stock trail heading west from the corral."
Item 13 During the 1995 trail safety improvement work, the dozer operator was not able to negotiate
a switch back, and created the extended "landing" and rock "scarp" that detracts from the appearance
of the trail. Our Range Conservationist suggested that t he fill m aterial c ould b e a dded t o t he
"landing" to conceal the cut, and round out the slope. Soil could be placed over the rock scarp; to
help camouflage the side cast rock and improve the opportunity for the establishment of mountain
shrubs. We will continue to work with Bowie to accomplish a reduction of the visual impact.
Beyond the scope of the Partial Phase One Bond Issue, addressed by the 16 items in the Divisions
Adequacy Review Letter, the Bureau believes that the 200,000 gallon water tank is on BLM managed
surface. If that is the case, we request that the tank and concrete foundation be removed, and the area
be sloped to replicate natural contows and native vegetation established. The spur road to the tazilc and
vent site should be reclaimed, and the road back to the cattle guazd partially reclaimed to the width of
the stock trail, with the consideration that ATV's aze acceptable for use on the stock trail. Where the
buried water pipeline from the water tank crosses BLM managed land, above ground valve boxes, air
release pipes, and so forth would need to be removed.
If you have any questions, please contact Danna Knox at (970) 240-5304.
Sincerely,
Dave Kauffman /JIf~
Acting Field Office Manager
cc: Basil Beaz (Bowie Resources Ltd.)
