Our staff concurs that it is in the best
interest of the public, other right-of--way holders, and the Bureau's post mining land use activities to
leave the road in place as is.
In addition, the referenced road was authorized by BLM asright-of--way COC-42656. Theright-of-
way (ROW) was assigned to Bowie Resources Inc. in 1996 and expires on 11/06/2016. BRL is in
compliance with the ROW grant terms and stipulations, and is obligated to continue maintaining the
road from the intersection with Steven's Gulch to the former West Mine portal bench gate during the
life of the grant.
Item 8 concerns the lower East Roatcap Creek Road. The upper segment of the historic East Roatcap
road does not need to be reestablished as a road. The roadbed shape is recognizable within the
reclamation area, however we don't recommend removing the road as, its presence may improve
slope stability, and prevent slide on the upslope "Blough Road".

Item 9 Steven's Gulch Allotment Stock Trail does not need to be returned to a historic pre-mine
portal location, the stock trail route was subject to additional route modifications azound 1995. BLM
staffflagged the changes and the mining company paid for the construction and seeding. Eventually,
