Our staff concurs that it is in the best <br />interest of the public, other right-of--way holders, and the Bureau's post mining land use activities to <br />leave the road in place as is. <br />In addition, the referenced road was authorized by BLM asright-of--way COC-42656. Theright-of- <br />way (ROW) was assigned to Bowie Resources Inc. in 1996 and expires on 11/06/2016. BRL is in <br />compliance with the ROW grant terms and stipulations, and is obligated to continue maintaining the <br />road from the intersection with Steven's Gulch to the former West Mine portal bench gate during the <br />life of the grant. <br />Item 8 concerns the lower East Roatcap Creek Road. The upper segment of the historic East Roatcap <br />road does not need to be reestablished as a road. The roadbed shape is recognizable within the <br />reclamation area, however we don't recommend removing the road as, its presence may improve <br />slope stability, and prevent slide on the upslope "Blough Road". <br /> <br />Item 9 Steven's Gulch Allotment Stock Trail does not need to be returned to a historic pre-mine <br />portal location, the stock trail route was subject to additional route modifications azound 1995. BLM <br />staffflagged the changes and the mining company paid for the construction and seeding. Eventually, <br />
