SECTION I. - HISTORY <br />The Trapper Mine is located approximately 6 1/2 miles south of Craig, in <br />Moffat County. Mining operations began in 1977, with facility construction <br />dating back to 1975, Initial operations were conducted by Utah International, <br />Inc., under Permit No. C-76-011. On February 2, 1981 Utah International, Inc. <br />submitted an application for a new permit, pursuant to Section 34-33-109 of <br />the Colorado Surface Coal Mining and Reclamation Act. The permit was issued <br />by the Colorado Mined Land Reclamation Division as Permit No. C-81-010 on <br />December 31, 1982. <br />On April 27, 1983, the Division approved a transfer of ownership of the <br />Trapper Mine from Utah International, Inc. to Trapper Mining, Inc. On <br />June 25, 1987, Trapper Mining, Inc. submitted a proper renewal application, <br />and the renewed permit was issued on December 31, 1987. The new expiration <br />data was set at December 3i, 1992, and the mine remains active at this time. <br />The midterm date for the five-year permit term was June 30, 1990. This <br />midterm revie~v was initiated in September 1990; however, completion of the <br />process was delayed until April 1990. The permit files do not reflect any <br />Notices of Violation issued after Uie December 31, 1987 rene~al date. One <br />Office of Surface Mining Ten Day Notice (90-02-244-5) was issued on <br />November 13, 1990. The Ten Day Notice alleged that the operator had failed to <br />maintain proper blasting records. However, Trapper Mining, Inc. was able to <br />produce the required records in sufficient time to avoid subsequent <br />enforcement procedures. <br />-2- <br />
