Division Concern: <br />8. On page 2.04.7-90 it is stated that over the life of the mine, 1443 <br />acres will be disturbed in the Good Spring Creek drainage, and 595 <br />acres in the Wilson and Taylor Creek drainages. However, this total <br />of 2038 acres does not agree with the life of mine disturbance of 2401 <br />acres from the renewal application form. Colowyo should explain this <br />discrepancy, including any possible changes which may be necessary in <br />hydrology calculations as a result of acreage differences. <br />Response <br />The revised application form estimates a total of 2,544 acres to be <br />disturbed by the life of the operation. This value includes the <br />minesite, maintenance facility, loadout, and paved haul road <br />disturbances. The discussion on page 2.04.7-90 deals with the 2,038 <br />0~' acres disturbed by activities related only to the mine pit and relates <br />to acreage calculations for hydrology calculations. The pit <br />disturbance acreage has not changed, therefore, the hydrology <br />calculations are still valid. <br />Division Concern: <br />9. On page 2.04.9-18 and 2.05-28, Colowyo requests deletion of the <br />existing topsoil monitoring program. Monitoring to date shows that <br />sufficient topsoil is being stripped to concurrently reclaim regraded <br />areas. However, the Division does not agree that this data indicates <br />sufficient topsoil is available for the entire life of mine <br />disturbance, as the pit is now moving into areas of shallower topsoil <br />reserves. Therefore, the Division proposed to decrease rather than <br />eliminate this monitoring program. The Division would accept a plan <br />which includes an accurate survey of all topsoil stockpiles and total <br />disturbed acres (including areas stripped of topsoil) once every five <br />years. The survey would be submitted as part of each renewal <br />application in order to verify that sufficient topsoil was available <br />to reclaim the current disturbance. If Colowyo agrees to this <br />requirement, the appropriate pages should be revised accordingly. <br /> Response⢠<br /> Colowyo does not agree that the Division's proposal will decrease the <br /> existing monitoring program. In fact, the Division's proposal will <br /> require the same amount of yearly monitoring currently taking place <br />o ~ with the addition of surveys of topsoil piles.
