.~ COLOWYO COAL COMPANY'S RESPONSE TO MINED LAND RECLAMATION DIVISION'S MAY 12, 1987 ADEQUACY COMMENTS FOR COLOMYO'S PERMIT RENEWAL APPLICATION FOR PERMIT 4C-81-019 Permit Form: Division Concern: 1. The disturbance to date should be included in the "Actual" column on page 3 of the renewal form. The "proposed" column should list only new areas added to the permit for the renewal term. In your case this would be zero, as all disturbance has been previously approved. A revised page 3 has been included in an effort to clarify these requirements. In addition, the new application form contains an increase in the life-of-mine surface ownership from 5165 to 5444 acres. It would be helpful if Colowyo could submit a list of the changes included therein, and any revisions of which these changes were part. Response: The revised page 3 of the renewal form is attached and should be inserted into the appropriate location in the application. The original permit, dated November 4, 1987, contained 5,544.19 acres, more or less, within the permit area. The 5,165 acres included in the original application form submitted on February 5, 1981 was revised prior to permit issuance. The current application proposes that the permit area include 5,524.64 acres. The original 5544.19 acres has been revised to include 6.96 additional acres for the stoker pad and the deletion of 26.51 acres of land across Highway 13 from the security office/mine entrance. The inclusion of this area across Highway 13 into the permit boundary served no useful purpose; o~L ~ therefore, it was deleted for this permit term. Also, the disturbed ,,,~•S' area and affected area have been revised to reflect the correct number (sw ~ of acres in each category. The BLM surface acres in the northeast area of Lease D-034365 had previously been reported as private. -1-
