Mr. Kent Gorham, CMLRD <br />October 19, 1992 -page 2 <br />surface spoil layer has acceptable physical and chemical properties to promote plant growth and <br />successful reclamation. <br />Trapper's proposed Flintlock pit lies within this band of potential problematic spoil materials as <br />identified on the M42 maps. Therefore, Trapper will sample regraded spoil materials within this <br />area prior to topsoil replacement The sampling methods and reporting format will be similar to <br />that outlined in Section 4 of our 1991 annual report. <br />7. Appropriate changes on page 4-224 have been incorporated (revised page attached). <br />8. Please fmd enclosed an updated M31 "Water Rights" map which updates water filings in areas adja- <br />cent to and within Trapper's permit area. In June 1989, Fran and Louise Lux fded an application <br />for surface water rights, case no. SSCW151. Additionally, in May 1992, the Office of the Slate Engi- <br />neer approved Trapper's GD-1 well as a backup well for the mine's domestic water supply (well <br />permit #041203F). Attached is a correspondence from Kent Holt, State Engineer's Office, Water <br />District 6, addressing new water filings downstream of Trapper's permit area since 1987. <br />9. The paragraph repetition on your copy of pages 4-3 and 4-3a may be due to improper page <br />replacement associated with previous revisions. Please fmd enclosed page 4-3 from Trapper's cur- <br />rent mining and reclamation permit document The pages (4-3 and 4-3a) in our copy of the permit <br />document seem to flow fine without undue repetition. <br />10. Culvert Ada is no longer functional and should not be on Table 4.8.1. The culvert was mistakenly <br />shown on the M-51 "Drainage and Sediment Control Plan" map (sheet 4 of 4) and is removed in the <br />updated (enclosed) copies. <br />11. CuWerts EP2 and EP3 will be installed [o insure adequate drainage through highwall side roads <br />used to access the initial cuts of East A pit. As A pit progresses to the east, these roads and the <br />associated culverts will be mined through and will not exist during the worst case year for the East <br />Pyeatt drainage. The original culvert sizing was based on the assumption that F pit topsoil stripping <br />and road construction activities in 1993 would be completed subsequent to the elimination of EP2 <br />and EP3. Since proposed mining limits are based on a "full production" scenario, these culverts <br />have been re-sized to include the 1993 F pit disturbance in the event full production is not achieved <br />and the culverts remain. Table 4.8.1 has been revised to reflect these changes. <br />12. Culvert F12 drains water flowing south of the fourth F pit hauUoad near the East Pyeatt/Oak water- <br />shed boundary. Drainage further to the south will intersect the ditch on the south side of the road <br />and be routed along the road to the outflow of culvert F12. Tt appears that an additional culvert will <br />not be necessary. <br />13. There currently exists a diversion ditch that intercepts a portion of the drainage area above the Far <br />East Buzzard watershed and diverts this flow into the Coyote watershed. The diversion ditch drains <br />to several livestock ponds and is proposed as a permanent feature in the postmine topography as <br />specified on page 3-151 of our mining and reclamation permit <br />
