. .'. <br />MINING PLAN - <br />', ..J <br /> <br />ITEM 1 -_ Some concerns have been raised that this new amendment application will be <br />reversing a previously approved Board decision. Was Phase IV (previously Phase III) <br />approved with the condition that this new Phase III was not to be mined until Phase <br />IV (previously Phase III was mined and reclaimed? If so, then we will need to <br />inform the Hoard that consideration of this application will include reconsideration <br />of a previous decision. <br />RESPQVSE: In the 1984 amendment the area included in the existing amendment <br />was not mentioned nor included as a phase for mining. In essence, this amendment <br />becomes the now Phase III which pushes the previous Phase III to Phase IV status. <br />This amendment simply inserts an additional phase into the overall phasing of the <br />operation. This is addressed on page 1 of the current amendment. <br />ITEM 2 -_ Will any acid-forming or toxic-substance producing material be produced as <br />a result of this proposed operatics? If so, what measures will be taken to protect <br />surface water and ground water quality? <br />RESPQJSE _ There will be no acid-forming or toxic~roducing materials <br />produced as a result of this amendment. <br />ITEM 3 -_ Please provide more descriptive timeframes for the mining operation. Fbw <br />long will it take to completely mine out this new area? How much time will elapse <br />from commencement of mining until a decision is made whether or not to begin mining <br />southward from the north end of the new amendment area? Will there be any <br />concurrent reclamation or will reclamation be delayed until the area is completely <br />mined? If reclamation will be concurrent, what will the maximum exposed acreage be? <br />If reclamation is to be concurrent, what will be the basis far initiating it? For <br />example, would it be initiated by a certain number of lateral acres exposed or <br />perhaps certain vertical (elevation) limits? <br />RESPQ~5E: Timing, when determining the duration of a mining operation or a <br />phase in a mining operation, is little more than guesswork. It is totally dependent <br />on the market demand for the product. Nevertheless, based an historical production, <br />historical demand, and variations, the amendment area will be mined out in from 3 to <br />5 years. Initiation of mining in this amendment area would occur, based on the same <br />historical production and demand figures, in abort 4 to 6 years after approval of <br />the amendment. Because about 80% of the mineable rock is located under the South <br />Peak area, it would be about 2 to 4 years before any decision is made as to how the <br />north end of the amendment would be mined. As areas are completed with mining they <br />will be prepared for reclamation and, as a rule, reclamation implemented within 1 <br />year of completion of mining. The time between completion of mining and full <br />implementation of reclamation is totally dependent upon growing and planting <br />seasons. If an area is completed with mining a month prior to the planting season <br />then this time period would be a month.
