<br />Reclamation Plannine <br />The City of Fruita stormwater Management Master Plan (S WMMP) identifies both the <br />existing pit and the new mining area as desirable locations for a regional stormwater <br />detention facility. A regional stormwater facility will be vital to the City in meeting the <br />requirements of State and Federal Phase ll NPDES stormwater regulations. In addition, <br />with the pit areas being adjacent to the Colorado River, various planning organizations in <br />the valley have identified these pits and the associated river frontage as ideal candidates <br />for habitat preservation, public trails and open space. Although we understand the pit <br />operator has no control over future land dedications (since the property is being leased), <br />we would hope that the DMG would consider these potential uses as primary objectives of <br />the reclamation effort. <br />The City appreciates the ability to corrunent on this application. We also understand the <br />DMG has sole permitting authority for mining and reclamation, although a County <br />Conditional Use Permit will also be required. We expect that the gravel pit operator may <br />argue strenuously against the above Traffic Impact improvements and stipulations, and we <br />are unsure what authority the DMG may have to require what we have proposed Thus, <br />these same comments are also being forwarded to Mesa County for their comideration. <br />We have also asked the Mesa County Commission that before waiving any of the Traffic <br />Impact improvements and stipulations we are requesting, that the Commission table the <br />application and request the applicant to prepare a formal traffic study, as allowed under <br />both the County and City of Fruita Land Use Codes.
