•.
Echman Park Mine. oe. 2
We next inspected Area 31. Two stock ponds were removed from the upper reach of the
permanent drainage, and 3 remain. The permanent drainage was stable and check dam structures
were functioning well. There is a small seep at the bottom of this drainage which flows to a stock
pond. Stock ponds were stable and holding water. This azea is excellent wildlife habitat and we
noticed two separate flights of grouse and lots of evidence of elk /deer bedding and utilization.
Good revegetation cover and no excessive erosion noted. We next inspected permanent drainage
7-1 with very similaz results. Two stock ponds were noted with one holding water, and both
stable and being utilized by wildlife. The drainage was stable with no excessive erosion, good
revegetation cover, and again we observed a flight of 3 Colombian sharp tail grouse. We
proceeded to Area 26, permanent drainage 9-10. The drainage is stable, good revegatation cover,
with little surface erosion noted. Two stock ponds noted in this azea were dry, and we observed
an owl flying from ground cover. We walked Area 61. Good contour restoration here, 3
stockponds, good revegetation cover, and little erosion noted. We walked Area A down to pond
H. Pond H was stable with only a trickle discharge. This is one of the older reclamation areas
inspected. Revegetation cover is good and the drainageway was stable with little erosion evident.
Two permanent impoundments have been approved, ponds A and H. Mrs. Binns took a discharge
sample at pond A, and pond H was not sampled due to only a trickle dischazge. With the
exception of a few minor NPDES exceedences noted in Mrs. Binns inspection report, these
ponds have a long standing record of acceptable water quality suitable for post mining uses. Spoil
springs contribute to pond A, and only slight TDS increases have been recorded in the past.
These ponds represent very suitable and desirable post mining land use features, and were
certified by an RPE prior to DMG approval for retention. All stockponds on the release area
have also been approved for permanent retention by DMG and have designed and certified by
a RPE. Water quality historically for both surface and ground waters are discussed in the bond
release application. It appears monitoring trends do not document any adverse impacts and
conform to the PHC predictions in the approved DMG mining and reclamation permit. The bond
release application package contains a sediment yield demonstration for the Phase III bond
release requirements at Area 41.
CYCC has routinely conducted controlled livestock grazing on the reclaimed areas inspected
with success. Revegatation cover and productivity results meet or exceed those of the reference
azea. These reclaimed areas meet or exceed the requirements for the approved post mining land
use of pastureland.
Please address any questions concerning this report to Henry Austin at (303) 844-1400 X1466 or
to haustin@osmre~ov.
