Ms. Christine Johnston
Mountain Coal Company
Page 2
February 27, 1997
minor revision to the permit. The Division provides the following responses to the items listed
in MCCs February 10, 1997 letter.
Refer to MR-208 deemed incomplete as discussed above.
2. The locations of inflows have been shown on maps in previous Annual Hydrology
Reports (AHRs); however, the quantity and duration of inflows with respect to specific
inflow locations has not been provided. Only a very general discussion of estimated
quantity and duration of flow has been provided in the 1993, 1994, and 1995 AHRs.
Changing inflow conditions within the mine have produced much lazger quantities of
groundwater, which requires proper handling and treatment. Because of the potential for
significant off-site impacts as a result of the increased mine inflows, the Division is
requesting that more detailed reporting on the quantity and duration of inflows be
provided specifically with respect to each location of inflow. .
The Division is requesting that MCC specifically identify the location of mine inflows,
duration and quantity of inflow at each location of significant inflow, and location and
methodology of mine water routing and Bumping of inflow water. The permit document
should be revised as appropriate to reflect the methodologies for obtaining the quantity
and duration of flow at each location of significant inflow and include a discussion of the
procedures and methods used for mine water routing and Bumping. Upcoming AHRs
should provide information on quantity and duration of inflows at specific locations, and
provide detailed information on the locations and quantities of mine water routing and
Bumping.
3. The Division acknowledges that MCC will attempt to collect the required field parameters
and flow eazlier in the third sampling period. The Division believes that more useful
information is provided by obtaining a water sample early in the third sample window
rather than reporting a no flow condition late in the third sample window. No further
response is required.
4. Preparing the AHRs to include compiled and reduced data in the form of tables and
graphs is both a useful and acceptable format for report presentation. The Division
requests that this format for reporting continue for all future AHRs. To aid the Division
in performing its review of future AHRs and to verify compliance, we are requesting that
laboratory data sheets and chain-of-custody forms be provided as Appendices to the AHR,
beginning with the Water Year 1996 AHR. Please revise the permit document to reflect
this change in reporting procedure for future AHRs.
