Box 591 Divrsion Direcmr <br />Somerset, Colorado 81434 <br />Re: Minor Revision No. 208 (Request for Minor Revision to Improve Hydrologic Monitoring <br />Program) West Elk Mine (Permit No. C-80-007) <br />Deaz Ms. Johnston: <br />On February l8, 1997 the Division received the above-referenced minor revision application. <br />The application has been deemed incomplete for the purposes of filing. The minor revision <br />application included revised page 2.05-81 to state that quality information will be collected on <br />mine inflows as close to the source as safely possible. This change to the permit document is <br />acceptable to the Division. However, our letter dated December 9, requested that the permit <br />document be updated to include sampling and reporting procedures for mine inflow water. The <br />updated information for mine inflow water should be consistent with what is provided in the <br />permit for surface water, groundwater, and springs and seeps. At a minimum this should include <br />the following: <br />• Update to Table 5 Water Quality Monitoring Program. The table entry for mine inflow <br />could be footnoted to indicate that sampling frequency may be sporadic based on <br />occurrence of inflows. <br />• A list of chemical pazameters to be routinely analyzed. <br />• General sample collection procedures as is currently provided for surface water, <br />groundwater, and springs and seeps. <br />In the Division's letter dated December 9, 1996 requesting a minor revision to the permit to <br />improve the hydrologic monitoring program, six other items in addition to item number one <br />discussed above were addressed. The Division has reviewed Mountain Coa] Company's (MCC) <br />letter dated February 10, 1997 which provides a response for each item. Several of these items <br />have not been adequately resolved. To avoid the filing of multiple revision applications, the <br />Division is requesting that the unresolved issues be adequately addressed in the form of one <br />
