Long <br />Division Director <br />The Eastside Mine recently informed the Division of its intent to <br />cease operations and reclaim during the winter and spring of 1995. <br />With that in mind, the following three points need to be addressed <br />as adequacy concerns prior to permit renewal and prior to <br />completion of backfilling and grading the disturbed mine site. <br />1) The reclamation plan in the approved permit assumes <br />topsoil from the refuse disposal area and the office <br />facilities areas will be available for distribution on <br />the reclaimed mine bench. As neither of these areas will <br />be developed prior to reclamation of the mine bench, <br />there will be no topsoil available. Eastside needs to <br />either provide appropriate demonstrations that material <br />available at the bench is suitable as a topsoil <br />substituted (per Rule 4.06.2(4)(a)), or explain where <br />topsoil will be obtained so eight inches of topsoil can <br />be spread on the bench, as indicated in the permit. <br />If substitute material is to be used, an estimate of <br />available volume of material needs to be submitted as <br />well as results from physical and chemical analyses of <br />the material. A representative number of samples of the <br />material should be gathered and sent to a lag for <br />testing. At a minimum, the following parameters should <br />be analyzed: <br />Textural class <br />Spec. Conductivity <br />Rock Fragments <br />Available Nitrogen <br />$ organic matter <br />SAR Calcium <br />CEC Magnesium <br />pH Phosphorus <br />Boron Potassium <br />Sodium <br />
